The Ombudsperson published the Report with regard to establishment of a professional assessment team for special educational needs for children with disabilities
Prishtinë, April 28, 2022 – The Ombudsperson, within the scope of exercising his powers and legal responsibilities, published Ex-Officio Report with Recommendations, No.411 / 2021 concerning establishment of a professional assessment and support team for special educational needs for children with limited abilities.
Recommendation Report draws attention of some municipalities on handling and undertaking of appropriate measures with regard to establishment of a professional assessment and support team for the special educational needs of children with disabilities.
The Ombudsperson, upon reviewing the relevant legislation, international instruments, case documents, information and data in the possession of the OI, noted that in this case the relevant authorities have not fulfilled their constitutional and legal obligations, nor the International standards applicable in the Republic of Kosovo, regarding setting of a professional assessment and support team for special educational needs for children with limited abilities.
The Ombudsperson, based on the documents received from the municipalities, actually the decisions for establishment of the given teams, notes that 21 municipalities have established professional assessment and support teams for special educational needs for children with disabilities.
The Ombudsperson, pursuant to legal authorizations, documents received as well as the failure to provide evidence, in fact decisions on establishment of a professional assessment and support team for special educational needs for children with limited abilities from several municipalities, has ascertained that 17 municipalities have not established professional assessment and support teams for the special educational needs of children with disabilities, as required by applicable law.
