Ombudsperson’s statement in the honor of World Down Syndrome Day

Prishtinë, 21 March 2022 – On the occasion of the World Down Syndrome Day, the Ombudsperson Institution emphases the importance of this day in order to raise the awareness and to reflect as a society concerning the state of rights of this community.

Children with Down Syndrome and their families face problems of a financial nature and a lack of sustainable institutional support for the services they provide.

Their situation was further deteriorated during the difficult time of the pandemic. In a special Report on the health emergency, the Ombudsperson found that there was no comprehensive support strategy for children with disabilities at the national level and in many cases the support and assistance was provisional, poorly organized and did not involve all children at once.

The Ombudsperson has recommended to the Government drafting and implementing a comprehensive plan to support children in general, in particular those with disabilities, with regard to health services guaranteed by law, focusing also on rehabilitation programs, psycho-social therapies, immunization, quality nutrition and assistance provided to parents.

This community should have the same opportunities as others, meaning be able to visit same places, participate in activities and enjoy the same life experiences without restrictions.

The Ombudsperson Institution will always be in support of these persons and their parents in order to develop their full potential, with well-being and dignity.
