Call of the Ombudsperson to the citizens of the country to respect the Measures for the Prevention and Fighting of Covid-19

Prishtina, 18 june 2020 – In order to be closely informed about the latest situation in the country caused by the pandemic and the implementation of measures, Ombudsperson, Mr. Hilmi Jashari visited the National Institute of Public Health of Kosovo (NIPHK).

The Ombudsperson was informed by the director of NIPHK, Mr. Naser Ramadani, about the latest situation caused by pandemics and the challenges they face. Great concern was expressed about the large number of citizens infected with the COVID virus in the last 19 days and the fear of the situation spiraling out of control.

Facing this emergency situation, based on the rapid rise of those infected with the COVID-19 virus in recent days, public health implications and undoubtedly the impact on the right to life, I appeal to you that, as never before, by means of self discipline, to strictly respect the measures recommended by the government and the NIPHK, in order to give priority to respecting the right to life.

Although the Constitution of the country guarantees that “Fundamental human rights and freedoms are inseparable, inalienable and inviolable and are the basis of the legal order of the Republic of Kosovo”, the impact of pandemic on general public health and the seriousness of the situation requires measures that would not be reasonable under the magnifying glass of human rights under normal circumstances. In the situation in which we find ourselves, human rights can be a guide for balanced decisions between protecting the lives of citizens and health and, on the other hand, protecting the freedom of movement and public interest..

The “Manual for the protection against the spread of the COVID-19 virus”, is already issued and made public by the NIPHK and contains clear instructions for the citizens on how to continue to be protected from the virus.

The Ombudsperson appeals to all citizens to respect the required and simple measures: wearing a mask, social distance and personal hygiene can distance us away from this situation for which we still do not know how it might end..
