Ombudsperson’s National Preventive Mechanism of Torture, on 17 December 2019 published four (4) Recommendation Letters for the following visits conducted to Correctional Centre in Dubrava/Dubrava, Correctional Centre in Pejë /Peć, in Correctional Centre Gjilan/Gnjilane and the following Police Stations:

1. Police Station in Gjakovë/Đakovica
2. Police Station in Rahovec/Orahovc
3. Police Station in Deçan/Dečani
4. Police Station in Pejë /Peć
5. Police Station in Vushtrri/Vučitern
6. Police Station in Shtime/Štimlje
7. Police Station in Fushë Kosovë /Kosovo Polje
8. Police Station in Lipjan/Lipljan
9. Border Crossing Point “Vërmicë” /Vermica
10. Regional Detention Centre in Prishtinë/Priština

The purpose of the visits to Correctional as well as Detention Centers was to assess the progress of implementation of National Preventive Mechanism of Torture- NPMT’s recommendations addressed to responsible bodies during 2018- 2019.

During accomplished visits, National Preventive Mechanism of Torture gained full cooperation of the institutions visited, had immediate access to the premises and documents required, as well as interviews with prisoners and detainees, without the presence of security personnel, were enabled. As per treatment of imprisoned as well as remand persons NPMT did not receive any reliable complaint.

During these visits, NPMT observed that the competent authorities have made progress in implementing some of recommendations. Besides, NPMT noted also that in the course of implementing some recommendations, competent authorities have not made any progress and we are waiting for them to be implemented.

Through these four (4) Letters of Recommendation, NPMT reiterated recommendations which have failed to be implemented until now.
