The Ombudsperson organized a round table with the theme “Legal Liability of the State for Human Rights Violation”
Prishtinë, March 21, 2019– Ombudsperson Institution, supported by the Embassy of United States in Prishtinë, and in cooperation with Kosovo Society for Human Rights and Justice, organized a round table discussion with the theme “Legal Liability of the State for Human Rights Violations”.
The Ombudsperson Institution, on March 6, 2018, has published Ex-Officio Report related to Effective Solution of Delays in Judicial Proceeding – violation of the right to trial within a reasonable time frame, in the course of which undertaking of legal initiative for proposing the Law on Protection of the Right to Trial within a Reasonable Timeframe has been recommended, by which effective legal remedies would be determined for cases dealing with delays in court proceedings, in accordance with international instruments on human rights and freedoms.
This round table aimed discussing with the stakeholders about regulation of legal liability of the State, as constitutional liability which derives from State’s positive obligations, as well as about the need to undertake a legislative initiative which would ensure the State’s legal liability in the service of effective protection of human rights, as well as increase of State’s accountability level towards its citizens.
