Ombudsperson’s statement on International Wheelchair Day

Prishtinë, March 1st – Even though the Constitution of Republic of Kosovo guarantees equal and non-discriminatory treatment, unobstructed movement, safe and healthy environment for everyone, as well as the legislation at effect which has reached sufficiently to regulate the field which guarantees the infrastructure for persons with limited abilities, in our country, adjustment of conditions for the needs of persons with limited abilities still remains unimplemented, whose the only means of movement on which they relay are wheelchairs.

People moving with the wheelchairs do not have free and unhindered access to all public buildings in which they can gain the services. Slops that guarantee horizontal access across many facilities are built out of standards and persons using wheelchairs cannot move freely without the assistance of the person who associates him/her.  Obstacles for accessing of persons with limited abilities are noted also in the Family Medicine Center due to the lack of elevators.

Road infrastructure for persons using wheelchairs is inadequate, usually pavements are high and this makes difficult their free movement, public transport does not provide easy access for those in wheelchairs to move without escort.

Therefore, on occasion of this day, the Ombudsperson reminds everyone, particularly public authorities that by establishing conditions for free and unobstructed movement of this category of people throughout all public buildings and premises, through the infrastructure determined by legislation at force, persons with limited abilities are to be treated equally and without discrimination.
