The Ombudsperson Institution published the Report with recommendations related to the visit of National Preventive Mechanism of Torture in the Centre of Asylum Seekers in Magure

The purpose of this Report is drawing attention of the responsible authorities of the Republic of Kosovo on respecting human rights and fundamental freedoms of persons, who based on their asylum request, are accommodated and taken care of in institutions dedicated for such a category of people.
During the visit, Center’s personnel provided the monitoring team of National Preventive Mechanism on Torture (NPMT) with full cooperation, so the team without any delay had access to all places of the Centre. The team was provided with all necessary information to accomplish their endeavor and the possibility to interview the asylum seekers without the presence of correctional officials.

The NPM did not receive any complaint regarding ill-treatment or deeds that could insult the dignity of asylum seekers, accommodated in this Center.

During the visit to the Center for Asylum Seekers, the NPM visited the premises where asylum seekers were accommodated, such as: premises where the interviews take place, bedrooms, family rooms, as well as rooms for adults and children dedicated for activities, equipped with a TV, the library, which possessed a limited number of books, children’s playing room equipped with different toys, a room for praying, a kitchen that is well furnished and organized as well as a laundry which suffice for the Center’s capacity.

All rooms provide decent accommodation, heating, cleanliness and sufficient natural lighting. The Center offers suitable bathrooms and hot water all the time, where asylum seekers accommodated in this Centre can take shower whenever they want. There is also a playground for children in the yard of the Center.

The NPM received complaints from asylum seekers as per the food provided in this Centre, claiming that the food provided is of a poor quality and is served mainly cold. Complaints were also received related to the schedule of dinner serving, claiming that it is served very early.

Further, the NMPT received complaints from asylum seekers regarding the progress of Albanian language course, as part of asylum seekers’ integration in Kosovo Republic society and the failure to provide social assistance on a regular basis.

Through this Report with recommendations the following Ombudsperson’s recommendations has been delivered to the Ministry of Internal Affairs:

To adjust meal schedule to asylum seekers’ needs, particularly dinner serving time.
NPM of the Ombudsperson Institution to be informed on the situation related to the provision of social assistance in accordance with the Law on Asylum.
NPM of the Ombudsperson Institution to be informed on the progress of the Albanian language courses and other integration aspects of these persons in the society of Republic of Kosovo.
