OMBUDSPERSON’S STATEMENT REGARDING LATELY MURDERS IN KOSOVO
The Ombudsperson expresses his great concern regarding security situation in Kosovo, with the main emphases on the lately homicides that took place during first three weeks of this year as well as expresses sympathy and regret for the lives lost.
The case of a child in Peja, that lost her life after the injury taken during New Year’s Eve celebrations, as well as injuries of many other citizens, mainly children, by pyrotechnic means, reveals again social irresponsibility, particularly of that institutional regarding disrespect of the law at force and fail to implement Ombudsperson’s recommendations issued concerning pyrotechnic means and prohibit use of weapons during different celebrations.
Murdering of 14 years old child within the primary schoolyard in Prishtina as well as killing of assembly member from Northern part of Mitrovica comprise arbitrary homicides, which demand institutional responsibility for persecution, apprehension and conviction of the perpetrators in most severe way that law permits. An arbitrary homicide is criminal action that directly reveals inability of state competent institutions to protect human life in the territory of the state.
Again, unacceptable and not less condemnable, for the society but for institutions as well is murdering of the young man in Ferizaj some days ago.
The Ombudsperson urges responsible bodies for order and security, prosecution and justice to make serious efforts, undertake concrete actions and institutional responsibility in prevention of such cases through intensification of the seriousness of prosecution, case investigation, and bringing the perpetrates in front of the law.
Averting weapon possession without permit in the whole territory of the Republic of Kosova is an action that competent state institutions should consider immediately and urgently.
