9 January 2013 – The Ombudsperson, Mr. Kurteshi visted the Kosovo Judicial Council and met with the Chairperson of KJC, Mr. Enver Peci. The meeting was also attended by Mr. Isa Hasani, the Deputy Ombudsperson.

The aim of this meeting was to inform the Ombudsperson regarding judicial reforms carried out based on the Law on Courts No. 03/L-199, which is being implemented since 1 January 2013. This reform implies new organizational structure of the judiciary, which will also impact movements of judges and the administrative staff, as well as transfer of judicial cases. This process of judicial reform will also have direct impact on unsolved cases of Kosovo citizens and their complaints lodged at the Ombudsperson Institution regarding decisions in judicial cases.
Mr. Kurteshi emphasized that judiciary, as a third pillar of the State and constitutional power, has a very big value in justice system, respectively in the perception of citizens as regards making justice functional as protection of their rights guaranteed by the constitution is realized in the judicial institutions, while our interest is to have a functioning and credible judiciary for all citizens. The Ombudsperson Institution, as a constitutional category, based on its legal and constitutional mandate is interested to support and bolster judiciary, so that these big reforms, through which this institution is passing, be successful and functional.
Mr. Peci, thanked the Ombudsperson for his interest in this reform, support and readiness to help regarding consolidation of judiciary. Mr. Pecihe also informed the Ombudsperson that judicial reforms are necessary and required by the Law on Courts, but also this is a requirement that derives from the Stabilisation and Association Process report of the European Council. Kosovo Judicial Council has done all necessary preparations in order to make this reforming without adverse impact in reviewing the judicial cases of citizens. Mr. Peci also mentioned difficulties of this complex and challenging process.
Both sides reached a joint conclusion that cooperation between the Ombudsperson Institution and judiciary is necessary in order to make the institutions functional and to implement their constitutional mandate in order to serve interests of citizens.
