Acting Ombudsperson hosted the Commissioner of the Government of Germany on Human Rights and Humanitarian Assistance
The Commissioner of the Government of Germany on Human Rights and Humanitarian Aid Mr. Gunter Nooke accompanied by Deputy Ambassador of the German Embassy in Kosovo Mr. Eckhart Blaurock visited the Ombudsperson Institution and met the with Acting Ombudsperson Mr. Hilmi Jashari, in order to get closely familiar with the level of respect of human rights in Kosovo and with the problems that the citizens are facing in general.
Apart from the mandate of the Ombudsperson, the German delegation was interested to know about the problems of Kosovo citizens, in particular, about the minority communities with special emphasis on the Serbs, as well as about the engagement of Kosovo Government in enhancing their position.
Acting Ombudsperson Mr. Hilmi Jashari informed the Commissioner Gunter Nooke that the key problems result as a consequence of the failure to function adequately of the three main pillars of governance such as; legal system, judiciary, and administration.
Mr. Jashari also raised the concern about the legal confusion which is created in Kosovo as a result of the implication of five legal systems.
Among the raised issues in the meeting were; actual failure to adequately define the responsibilities of UNMIK-EULEX-GOVERNMENT, which according to Mr. Jashari present concern and confusion among the citizens of Kosovo when it comes to filing their complaints and issues and which additionally contribute to the increase of irresponsibility of the Government.
Both parties agreed that the Government of Kosovo has to do more, in order to increase the socio-economic level and to find a better way to inform the citizens on their rights.
