
“State of the Rule of Law in the EU Enlargement Countries”, ENNHRI report
Pristina, 19 September 2025 – A new report published by the European Network of National Human Rights Institutions (ENNHRI) sheds light on the state of the rule of law in the EU enlargement countries, including Kosovo.
The report “State of the Rule of Law in the EU Enlargement Countries – Reports by National Human Rights Institutions in 2025”, provides an independent assessment by National Human Rights Institutions (NHRIs) on the main challenges and developments in the region.
In the section dedicated to Kosovo, the report notes that the Ombudsperson’s Institution continues to serve as a pillar in the promotion and protection of human rights and the rule of law. The Institution’s monitoring, recommendations and engagement with public authorities and civil society is recognised as an important contribution to democratic governance. However, the report highlights that Kosovo faces enduring structural challenges that need to be addressed to strengthen democratic sustainability and move closer to European Union standards.
The report highlights good practices in the legislation under which the Ombudsperson’s Institution in Kosovo operates, but also expresses ongoing concerns regarding the independence and efficiency of justice, in particular the delays in judicial proceedings. It also highlights the fragile state of media freedom, highlighting risks to pluralism and the safety of journalists, as well as the need to ensure that civil society organisations can operate without undue hindrance. Furthermore, it draws attention to the gap between legislation and implementation, stressing that reforms must be accompanied by concrete actions to deliver meaningful results for citizens.
According to the ENNHRI, these challenges not only affect human rights and governance, but also constitute an important test for the enlargement countries’ path towards EU integration. Strengthening independent institutions, ensuring accountability and closing the implementation gap are described as essential steps for advancing Europe’s future.
