International Day of Persons with Disabilities is Marked
Prishtina, December 3, 2024 – The Ombudsperson, Mr. Naim Qelaj, participated in the event organized by the NGO “Handikos” marking the International Day of Persons with Disabilities.
Mr. Qelaj said that the Ombudsperson’s Institution has addressed a number of issues related to the rights of persons with disabilities over the years, through reports and recommendations addressed to state authorities.
The Ombudsperson said that a special contribution to these works has been given by persons with disabilities themselves, who have helped identify the problems they face, the shortcomings in the system and legislation, and the need for change.
The Ombudsperson emphasized that the representation of persons with disabilities in working groups in the drafting of policies and strategies is necessary. “We cannot talk about a comprehensive approach and one that focuses on the needs of persons with disabilities if they are not part of the working groups and if they are not included in the decision-making of public authorities. I believe in this spirit, we have constantly held joint discussions on what steps need to be taken or actions necessary to improve the rights of persons with disabilities,” said Mr. Qelaj.
The Ombudsperson said that in recent years, there has been no real policy of budgeting services, no amendment and supplement to the law on financing local government, which also includes a specific grant for social issues, no improvement of services, especially physical services, which is a legitimate need for persons with disabilities.
The International Day of Persons with Disabilities is marked every year on December 3, established by Resolution 47/3 of the UN General Assembly. The purpose of this day is to promote the rights, well-being, and raise awareness regarding the situation of persons with disabilities in society, including in political, social, economic, and cultural life.
